Atoms with similar electronegativities will share an electron with each other and form a covalent bond. However, if the difference is too great, the electron will be completely transferred from the less electronegative atom to the more electronegative atom, forming an ionic bond. Furthermore, in a covalent bond if one atom pulls slightly harder than the other a polar covalent bond will form.
The reverse of electronegativity, the ability of an atom to lose electrons, is known as electropositivity.
Two scales of electronegativity are in common use: the Pauling scale and the Mulliken scale
on the Pauling scale  the most electronegative chemical element (fluorine) is given an electronegativity value of 3.98 ; the least electronegative element (francium) has a value of 0.7, and the remaining elements have values in between. On the Pauling scale, hydrogen is arbitrarily assigned a value of 2.1 or 2.2.
On the Mulliken scale, numbers are obtained by averaging ionization potential and electron affinity. The Mulliken electronegativities are expressed directly in energy units, usually electron volts

The electronegativity of an element depends upon its valence state and thus is not an invariant atomic property. As an example, the electron-withdrawing ability of an spn hybrid orbital centered on carbon and directed toward hydrogen increases as the percentage of s character in the orbital increases in the series ethane < ethylene < acetylene. Thus, according to this concept of orbital electronegativity, each element exhibits a range of electronegativity values

out of phosphorous and sulphur , sulphur has higher electronegativity, the value for former one is 2.1 and for later its 2.5
this applies to all grp 16 nd 15 elements, 16th ones are more electronegative than 15th due to the smaller atomic size and need of only two electrons to attain the nearest stable noble gas configuration

eletronegativity means attrection of electron by bonded atoms in shared condition for example there is HCl molecule where  EN of chlorine is more then hydrogen so negative charge on chlorine atom.this besically depends upon effective nuclear charge,size of atom,bond dissociation energy,redius of atom mainly.electronegativity fector also given by diggerent scientest in different form .for example mulliken gives formula EN=I.P +EA/2.highest en element is F while inert gases with zero enegativity.we follow mainly pouling scale for electronegativity order is F>O>N>Cl>Br>S>C>H>Cs.you also consult my material at goiit site.

Hi magiclko,
Don't be upset about the boink you got for talking about the hybridization effect on electronegativity. Broadly, the electronegativity depends on the factors mentioned by Arun ji. Hybridization does affect electronegativity and is useful when determining the relative electronegativities of the same atom in different compounds. Here the question was, on what absolute factors an atom's electronegativity depends. There shouldn't be any confusions and try to re-check and be more precise in answering.

hello Sir,
first of all thanx for replying here, but watever i answered was what i all knw about electronegativity, nd hav studied till far.... and vish001 has given the boink cuz i hav given him once, (as he was bit irritating at asking questions....)
anyways, its fyn, was upset cuz i wanted a boinkless altitude.... perhaps i shudnt hav answered the question.... will take care of it in future...!!!
