let u know the fact that... for d-blok elements +3 is most stable oxidation state thats why Ce+4 get 1 electon & get reduce to stable oxidation state.....so it is good oxidising agent...Since..in the state Sc+3....stable oxidatin state it hav inert gas configuration & there is no d-d trasfer of electrons...so it doesn't emmit any radiation in visible region of wavelengh...so it is colorless..& abt Ti+3 ther is electron present in outermost d- shel & bcz of d-d transition due to the absortion of wavwlengh in visible region it get converse color of absobred wavlengh & is colorfull..Plz rate me as i m absolutely correct...

There is small mistake made by me...let I clear it..Ce is F-block element...so plz clear it..& other r D-block elements..there is also Ce+3 ion which is colorless beczz it goes to exacted state only when it absorb light of ultra-voilet ray...alsoYb +3 do like it..

B)in Sc(3+) there are no elctrons in 3d-orbitals to have d-d transition and hence colourless.
inTi(3+) there is one electron in 3d-orbital and hence it is coloured.
tell me whether i am correct or not?
reply is must.
