It turns the ionic compound into an acid.....

 

Its dipoles, actually, becomes a wall between the ions of the compound  separating them a bit apart...and therfore the cmpnd behaves like an acid..otherwise its just an ionic cmpnd.......!!!

thats how the Water helps in the test!!!

it is to release the ions........otherwise it will remain a cpd itself...
