Theoretically , N should be more . But acc. to values qouted in books , Cl is more .

no i guess its  F>O>Cl>N  in this regard. may be u r thinking why doesnt chlorine doesnt form hydrogen bond when nitrogen forms. the ans is it does form but hb bond enthalpy is very less with chlorine than with nitrogen. nitrogen is much smaller species so better charge concentration and stronger hydrogen bond.

Hey !
I feel that N being smaller in size can easily attract paired electron towards itself . So , it should be more electro-ve .
Can u give any theoretical explanation for Cl>N ???

hey i can say this jus bcoz there is a compound Nitrogen (III) Chloride where nitrogen is in +3 oxidation state and three chlorine atoms  r bonded to it each having a formal charge of -1. Now is my explanation satisfactory that Cl is more EN than N.

Cl more electronegative because it needs 1 more e- to complete octect. its so in need of e- that it pulls shared pr of e- towards itself in covalent bonds. so more electronegative.
