something wrong with your question ....according to the situation the distance will always tend to a maximum and will be never minimum................or is the answer 10/(2^1/2)

Just find the position of each ship after a general time interval "t" in terms of co-ordinates and then use the distance formula to calculate the distance between these two points and differentiate the above equation with respect to time to know the value of the time and substitute the value of the time in the eqn formed by distance formula to know the minimum distance.

=(10 +1.39 t)i - (10.6t)j
=root( 100 + 1.39 ^2 tsquare + 20*1.39t + 10.6^2 tsquare ) ----1
=root(100 +114.3 t^2 +27.8 t)
ds/dt =0
therefore
(2*114.3t +27.8)/denominator=0
t= - 0.12s
putting this value in 1
we get s=9.9m
