Shashank you have not completed the question. For an open pipe fundamental frequency is v/2L.Once the pipe is dipped in water it will behave like a closed pipe and its fundamental frequency will be v/4l where l is new length of tube.If l =L/2 then fundamental frequency will remain same in both the cases.
