why is rubber more stronger than steel??

It is because on on applying force steel can be made to change its shape ie it is more ductile and malleable than rubber...rubber is an elastomer ie it regains its shape on removal of force (regains shape to quite an extent)...

Elastic limit of rubber is m0re than steel,so it can bear m0re stres withou gettin permanently deformd
