sorry i cant draw the diagram
i'll try to explain it
 
consider a strip of thickness dx at height x from the top
so area of this strip is dA=2R*dx
so force due to this section on ABCD, dF= (P0+gx)*2R*dx
 
now integrating this force from 0 to h to find the total force
F=[0 ][h ] (P0+gx)*2R*dx
  = 2P0Rh + Rgh2
now force due to surface tension would be 2RT and in the opposite diretion
 
so F=2P0Rh + Rgh2 - 2RT
