-1 kg of lightly packed feather This is because of upthrust due to large volume.(Archidemes priciple, fluid=air here) Notice that the option says "1 kg of LIGHTLY packed feather". thats giving the hint that the examiner wants you to think in those terms. About air resistance, the answer does not specify the shape of the steel, etc. The steel could be a thin sheet with large area & have higher air resistance than any of the others!

answer should be C
as all have same mass, and density of feathers is low
so volume of feathers is more and therefore upthrust on feathers is more
that is why they are easy to lift
