False... @ hash: lets say the q is wrt to the particular frame of ref itself... even then it need not be.. a body movi wid vel initially wid a neg acc will come 2 momentary rest and then start having a vel in opp dir... tht momentary v=0 is also body @ rest but it is not in eqbm
