Free electrons are those which can easily be stolen :P from any other atom while alence electrons are the electrons of an atom that can participate in the formation of chemical bonds with other atoms!!

we usually talk about free electrons in the case of conductors where the electrons move in the entire crystal lattice and not just one atom...but valence electron is the one that is present in the outermost orbit of an atom
