for initiating fission definitely fast nutrons r reqd. ,

moderator is also used for slowing it so that it ll be controlled

U-238 is most stable form of uranium..
fast neutrons ensure conditions for delayed fission..inside a U-238 nucleus which has even no. of neutrons and protons..
