When photon is absorbed by an electron then it is Photo electric effect and this effect can never happen with free electron that is bound electron (in an atom) is required for this effect to take place so as to conserve the momentum due to small recoil of atom. Here it is not an elastic collision as some of the energy is lost to overcome the binding energy of an electron in a given orbit.
