hi.. i need to apply for the OBC certificate.. also the norms are the salary must nt exceed 4.5lacs.

hi.. i need to apply for the OBC certificate.. also the norms are the salary must nt exceed 4.5lacs. but my dad's income varies because he is doing consultancy. considering last 3 yrs.. one yr exceeds 4.5.. while other two yrs it does not.so am i eligible for an OBC certificate?? pls do reply
