actually the focal length is not exactly some distance related to any refracting medium. it is the point where both the light rays(considering two) seems to have same speed,phase or the over lapping wave front, that is what the two intersecting lines represents. so from here we can visualise that the iternal property of of light depend upon ray permittivity of a certain medium.

and as we know tht this permitivity often called refraction constant or refractive index, vary from one to another. so the focaL LENGTH CHANGES FROM MEDIUM TO MEDIUM
