The negative charge in carboxylate ion is delocalised over 2 electronegative O atoms but in phenoxide ion, negative charge is less effectively delocalisedon 1 electronegative O atom and less electronegative carbon atoms. Thus carboxylate ion is more stabilised than phenoxide ion and carboxylic acid is stronger acid than phenol












because although in phenoxide ion resonance structures are more even then the inductive effect also plays a role.
in carboxylate ion C=O is having more in ductive effect than
and hence it is more stronger.
