Yes Aceto acetic aster produces carboxylic acid on
 
presence of Con.KOH and also C2H5OH 
 
I am giving you the Algorithm of the reaction as it takes
 
place accordingly :
 
1)Acetacetic ester reacts with C2H5O-/C2H5OH
 
and forms CH3-CO-CH--CO-OC2H5.
 
2)The above product reacts with RX means any alkyl
 
halide to give CH3-CO-CR-CO-OC2H5.
 
Now what you asked for ..
 
3)The above product undergoes Hydrolysis in presence of
 
KOH/C2H5OH and now there is formation of "Carboxylic
 
acid".
 
The product formed is " CH3-C-OH "
                                  ll
                                  O

Here is another way of using "Con.KOH".
 
After reacting C-C-C-C-OC2H5
                     ll    ll
                     O   O
 
With Con.KOH & HOH/Heat
 
We will get the product :-
 
C-C-OH + CO2+ C2H5OH
   ll
   O
