no they are not chiral
C atom is attached to -CH2 grp on both sides so it cant be chiral
but if is substituted properly it can become chiral
but still, i dont think it can be optically active because of its planar nature
the last line might be wrong

@ aditi i think u r wrong
just look at this compound
-CC
C-
at first site it will look optically inactive
but it indeed is optically active coz because the c on both sides r in different planes
one is along xz xis and others is along xy axis

C atoms in benzene are achiral unless thr is substitution in adjacent C atom
in unsubstituted benzene all carbons are achiral
