If we use hoffman's elimination reaction, this conversion can be done very easily......

First react with conc. H2SO4, dehydration takes place to form C=C.
React it with methyl iodide followed by AgOH, it will convert the tert. amino group to quaternary ammonium hydroxide.
carry out vacuum distillation, it will undergo internal Hoffmann degradation to form tertiary amine and establish C=C in conjugation with the earlier one.
Treat it with methyl iodide, AgOH followed by vacuum distillation, where again internal Hoffmann degradation takes place to form tropilidene.
