i think your question is to convert propyne into 2-butyne  which is as follows  reactions Propyne +NaNH2  CH3CCNa  this reacts with CH3Cl to form 2-butyne.if your question is to convert 2-butyne into propyne than first oxidise it ,decreases the carbon and again increases the carbon by same method.
