Its the first one according to the IUPAc naming rules .OH gets more preference over = bond.

By the addition of water to ethyne we get CH2=CH-OH, the compound may be regarded as derivative of hydrocarbon ethene, thus may be called Ethenol. The question of numbering in this compound will not arise as it has only two carbon atoms. It always implies in such cases that the functional group (OH in this case) is on first carbon, also the en indicates double bond is between first and second carbon.
