stupids its not possible to replace bromine group from benzene by OH to form phenol.
remember benzene doesn't easil give nucleophilic substiuution reaction.

i'll tell u the way..
(i)use Zn to convert bromobenzene to benzene
(ii)react benzene with ethyl chloride in presence of anhy. aluminiium chloride(friedel craft alkylation).

(iii)treat with Cl2 in presence of diffused sunlight
(iv)use aq. KOH and ur product is ready..
