see for remembering kolbe's reaction just revise this sentence
" phenoxide ion generated with phenol with sodium hydroxide is even more reactive than phenol towards electrophilic aromatic substitution. Hence, it undergoes electrophilic substitution with carbon dioxide, a weak electrophile. Ortho hydroxybenzoic acid is formed as the main reaction product.

in Kolbe's reaction,
phenol reacts with NaOH to give sodium phenoxide which in presence of carbon dioxide and H+ gives salicylic acid.
here, CO2 acts as a weak electrophile.
