The order of decreasing priority for the functional groups is :
-COOH > -SO3H > -COOR (ester)> COCl > CONH2 >-CN > HC=0 > >C=O (ketone) >-OH >-NH2 > -R-O-R' (ether) > >C=C< > >C=- C (triple bond)< halogens
i.e if the chain has a carboxylic acid group and an alcohol group then the word root should be taken considering the acid group and not the alcohol......
eg- 2- hydroxy-butanoic acid
