The reaction with MnO4- ion gives syn addition because two oxygens on the ion add to the double bond at the same time to give an intermediate that has a ring of two carbons, two oxygens, and the Mn atom - so the two oxygens must add from the same side. In aqueous base the bonds to the Mn break to give a diol.
