hey upto my knowledge these rules are used in assigning configuration to optically active compunds
for example
the  most oxidised group comes on top of your fischer projection
hydrogen preferrable at bottom
and for assigning the config
more atomic number higher the priority
eg br>o>c etc
and after sorting them count from 1 to 4 in the case of carbon compounds and if clockwise assign R if H is in the vertical and S if H is in horizontal
the opp if anti clockwise
 
between C2H5 and CH3 C2H5 is given more preferrence!!!

Cahn-Ingold-Prelog Sequence rules:

Rule 1:The group with 1st atom having higher atomic number is considered senior.  

Eg:I>Br>Cl>......>H

Rule 2:The higher mass isotope is considered senior.

Eg:T>D>H

Rule 3:If the first atoms of two groups are identical then second atom attached to these are observed to calculate seniority.

Eg:CH2I > CH2Br >CH2Cl
    CFCl(OH)>CFCl(NH2)

Rule 4:Groups containing double or triple bonds are assigned seniority as if both atoms were duplicated ,triplicated.....

Eg: >C=Y  is taken as >CY-Y-C
     for deciding seniority among -CC- , -CH=CH2 their hypothetical equivalents are compared.
means -CC- > -CH=CH2

Rule 5:Bond pair is considered senior to lone pair.
