WHICH IS A MORE RATE DETERMINING FACTOR-STERIC HINDRANCE OR INDUCTIVE EFFECT???

this all depends upon type of reaction but most of reaction steric factor.for example when ter.butyl benzene reacts with methyl chloride substitution mainly ouccrs at para position.

ter.alkyl halide cannot undergo SN2 reaction due to bulkyness of group.so steric factor is major but i m again say it also depends on type of reaction.
