The reactivity would depend on the stability of the carbocation formed. In case of alcohol with F the carbocation will be less stable due to negative inductive effect.Benzyl(4) is more stable due to resonance, tert.butyl(3) due to hyperconjugation; for the rest two disstance with F. The order of reactivity of alcoholw with halogen is tert>sec>prim.
