Its a question of ring expansion. In the second step of the mechanism shown in the figure, 4 membered ring being more unstable as compared to 5 membered through methyl shift.
Now the question may arise why we are expanding 4 membered ring, why not 5 membered to form a 6 C ring? That's becoz a 5+5 ring system is more stable than 4+6 as a 4 membered ring is very unstable as compared to 5 membered.

that was acccording to Saytzeff rule i.e, more hyperconjugated alkene is more stable.
