The temperory displacement or movement of the pi electrons towards one of the atoms in presence of a reagent is called electromeric effect
it disappears on removal of reagent

IT IS A POLARIZABILITY EFFECT AND OPERATES IN EXCITED STATE. THIS IS A TEMPEROARY EFFECT WHICH INVOLVES THE COMPLETE TRASFER OF BONDED ELECTRON PAIR TO ONE OF THE ATOMS FORMING MULTIPLE BOND. THE ELECTROMERIC EFFECT IS BROUGHT ABT ONLY AT THE REQUIREMENT OF THE ATTACKING REAGENT &THE DIRECTION IS DAT WHICH FACILITATES THE EFFECT.THE REAGENT MENTIONED BY ANGEL BOY IS USUALLY AN ELECTROPHILE. WEN ELECTRON TRANSFER OCCURS IN C-C D PROCESS IS +E EFFECT. IN D CASE OF MORE ELECTRONEGATIV ATOM THEN IT IS CALED -E EFFECT.

Electromeric Effect:

It is a temporary effect & it involves the comp. transfer
of electrons to one of the atom of multiple bond.This type
of transfer depends upon the requirement of the attacking
reagent i.e polarisation of -electron is influenced by help of the attaching reagent.

The direction og shift of lectron can be decided by on the
basis if Inductive effect:
(a)If +I Effect:

CH3 - CH = CH2
CH3 - CH+ - CH2-

(b)If -I Effect:

Cl - CH2 - CH = CH2
Cl - CH2 - CH- - CH2+


In case of carbonyl group the shift of -electron is always
towards the oxygen as it is more electronegative than the
Carbon.
