generally the elimination follows saytzeff rule [the more substituted an alkene, the easier it is formed] however if the attacking base is tertiary and has bulky groups present on it, to minimize stric hindrance , the less substituted alkene will be formed. [think about the mechanism and you will understand why] this is your hoffmann elimination.

when an amine is heated ch3I (in excess) and then followed by
Ag2O and water in peresence of heat we get quartenery ammonium salt which on further rex'n gives alkene by anti mark rule
