Hey it should be:
CH2=CH-Br + H2O

CH2=CH-Br + H2O-------------> CH3-CH2-OH + HBr

I'm not sure about the reaction.

explain the mechanism


as far as i am concerned, product is
CH2=CH2-OH

it follows SN2 mechanism

ya arpan1 is right vinylic carbocation is highly unstable hence SN2 reaction will occur
 
also cleavage of C-C double bond will definitely not take place here

Surely all vinylic halides do not undergo substitution. So addition is answer.
Probably,
CH2=CH-Br + H2O --> CH3-CH(Br)-OH
