converse means if both electron withdrawing and electron donating groups are attached to benzene ring then the position of the nucleophile is decided by electron withdrawing group only

Nucleophilic substitution is not a typical reaction of aromatic compounds. However, if the aromatic ring is pi-electron deficient because of an electron-withdrawing group, then nucleophilic attack may occur. For the position of the substituent we will have to actual mechanism with specific example.
