In water LP of O is attracted by 2 H atoms... while in ammonia LP of N is attracted by 3 H atoms... so Basicity of NH3 is less than that of H2O... Hope u got it....

the more positive the charge is on the central atom , the more is the compound's acidity.

Ammonia is more basic as it is likely to accept proton (H+).

 Ammonia is a better base than water as it accepts a proton from water to produce NH4OH.
