any chemical reaction goes towards weak acid or weak base.when phenol reacts with sodium bicarbonate forms carbonic acid and sodium phenate.phenol is weaker acid than carbonic so reaction donot goes in forward direction.phenol reacts with NaOH because it form water and sodium phenate which is weak acid than phenol.

phenol is weakly acidic. But if you consider 2,4,6 tri nitro phenol which is highly acidic as compared to phenol it does give CO2 with sodium bicarbonate
