Could you please educate me as to what could be the cutoff mark for JEE2008, taking the two new IITs also into concern.  A student scoring how many marks can hope for a seat in a good course?

I suggest you see the solutions to JEE papers and then there are n number of sites which predict ranks on marks. Use more than one of these and you should have a pretty good picture
