IN Valence Bond theory (VBT), definitely non-bonding electrons, refer to the lone pair of electrons, provided the electrons are paired up. there is no concept of anti-bonding electrons here.
Whereas, acc to Molecular Orbital Theory (MOT), the non-bonding electrons refer to the electrons in atomic orbitals (AO) which did not take in the bonding process. Whenever, atomic orbitals combine, it gives rise to Bonding molecular orbitals (BMO), anti-bonding MO and in some cases (esp when a pi-bond formation takes place) gives rise to a Non-Bonding MO. The energy of Pi-BMO is less than both the AO, Pi-AMO has higher energy than both the AOs, whereas, the Pi-Non-Bonding MO have the same energy as the AO.
All these is related to Huckel Molecular Orbital Theory, the details of which is given in the chapter 28 of Morrison.
P.S.: its not incl in the IIT JEE syllabus.

No certainly not.......
Non bonding are those which do not involve in bonding......
Anti Bonding means
When 2 orbitals having energy fairly close combine to form 2 orbital and the one which have lower energy is Known as Bonding and one having higher energy is known as ANTI BONDING........
