If one atom or molecule is surrounded by number of other atoms or molecules. On what all factors can we say that this atom or molecule willreact with particular atom or molecule that is surrounding?

I suppose that the factors must be
1. Uncompleted shell of the central atom and thaT of the approaching atom
2. Size of the approaching atom
3. Energy for the feasibility of the reactions
4. Suitable temperature and pressure
