HNO3 is a good oxidising agent so all the elements except Mn or Mg dont form salts after reacting with it
Why is it that only Mn and Mg can react with HNO3 ?

Mn and Mg are oxidised by HNO3 because it acts as a stronng oxidising agent for them but they can react with dilute nitric acid at very low temperature leaving hydrogen (H2) as a by product and forming salts because the oxidising nature is much reduced due to dilution.
