The answer is B) Zero pressure

Any liquid boils when its vapour pressure becomes equal to atmospheric pressure.So when the atmospheric pressure is zero the liquid immediately boils and hence cannot exist in liquid state.

by controlling pressure we can inc. or dec. the freezing point of water .....so a) cant be correct......also c) cant be right as water can exist without viscocity.....we find water in atmosphere hence d) is not right.......the only left is b) and water cant exist at zero prssure.....
