Basic strength is the ease with which a base donates a pair of e-s.
or the ease with which the compound splits into the cation and the hydroxyl ion. depends on the pKb value ,increases with increase in pKb value.
Basicity is the number of replaceable H-atoms in the acid.

For ex: NaOH is more basic than NH4OH
pKb of NaOH is -2.43 ,pKb of NH4OH is-4.74

No need to get confused.
Madman is absolutely correct.
Basicity is a technical term whereas basic character is a relative term.
Basicity is defined and its value can be found for a compound whereas basic character is compared for 2 compounds.
