in the first one HCl is a strong acid ...so it will not act as a buffer.
in the second one as HCN is a weak acid and calcium hydroxide is a base so it is not true from the definition of buffer...
so the only option that remains is C)

nopes man u are absolutely wrongg.........

in first some NH3 is in excess so some of it can take H+ to form
NH4 + and remaining Nh3 as such

so it is also a buffer

in HCN (excess) some CN - can react to form salt and water with calcium hydroxide

hence it is also a buffer fr the same reason stated above
