First shell of the atom has least energy. We cannot say that which shell has most energy as there are infinite shells and for every shell we can tell another shell which has higher energy.

Since the energy of the shells keep on increasing as they move away from the nucleus so max energy cannot be defined but least energy will be of the nearest shell.
