 due to the presence of tiny air gaps inside the ice

but on decreasing the temperature,the inter molecular gap must also decrease

 there is h-bonding in water molecules in form of ice and in between them there are air molecules intact so its density is less 

when its temp. is raised the water molecules move twards each other and h-bond. redovelopes , so its density increases

and on further heating h-bond. breaks and its density decreases 

tht's why its density is max. at 4

Because due to hydrogen bonding water molecules make a more open crystal structure which increases volume of water or decreases density. And yes there is no air in the crystal as posted by Nitin
