Looking at the Phase diagram of water it is evident that water evaporates at lower pressures i.e B.P. and M.P decreases as pressure decreases, thus at vacuum the water at 0 degrees in a bottle is when opened then it

 a) vapourises

Thats why when water droplets enter the wrist watches it is kept in vacuum so that these water droplets are vaporised and it becomes vapor/water free to get rid of rusting and malfunctioning.

 Edison Sir,

Could you please explain the Phase diagram once more. What i comprehend from the phase diagram is that water at 0 degrees cannot exist in vapour state, whatsoever be the pressure.

Please clear my doubt

actually our sir told that   some water vapourise & some will freeze as  there is no chance of getting heat from any side as it is closed & it is opened in vaccum  therefore some water wil freeze & release heat which is used by remaining water 2 vapourise
