This is because the dielectric reduces the nunber of electric field lines passing through it by acting as a neutral wall.
It is like the intensity of sound heard reduces if a large obstacle (or wall) is placed b/w the source and observer (the diff is that the wall reflects back sound waves but dielectric doesn't reflect or absorb the field lines).
P.S. : I am no expert but this ^ is what i conclude.
