Around bloood vessels in kidneys, at the mesangium.

mesangial cells are phagocytic cells in kidney like kupffer cells in liver.

The mesangial cell has a central position in the renal glomerulus(kidney). It has characteristics of a modified smooth muscle cell, but is also have a number of other functions like generation of prostaglandins and mediators of inflammation,formationof cytokines etc.
