actully in enol form there is attachement of h atom with doubly bonded  oxygen so simultaneous shift of hydrogen atom and pi bond by resonance  and get stabilisationbut in some cases like 2,4 diketonederivatives  and aromatic like phenole enol is more stable due to h bonding or  aromatic stability.

Step 1.  for acid base titration between acidic H+ & NaOH we apply conservation of meq so factor is y and meq. of NaOH is 1.8 so,      (W*y/mol.wt)*1000=1.8..................(1)
Step 2. Apply redox titration b/w oxilate ion and (MnO4)- and again conservation of meqs. where factor of oxilate is 2z so w*2z*1000/Mol.wt=24*0.1*5 ...........(2)
Step 3. Apply in any rection charge on cation =charge on anion.So we create simplest ratio b/w x,y,z
Step 4. by this we calculate mol.wt of salt
Step 5. After calculating mol.wt we easily find out 4th unknown i.e. n.

Firstly, the answer u got is the correct one.It may be possible that it is given wrong in the book you refferred.
 
To find empirical formula follow the given steps:
1. for element A-  75/75.8 = .989
 
2. for element B: 16/24.2 = 0.66
 
3. get the simplest ratio as
    for A - .989/.66 = 1.5 approx.
    for B - .66/.66 = 1(divide both of them by the smaller one of the two)
 
4. so we get the formula
     A3B2

They are weak intermolecular forces of attraction.Dipole-dipole,dipole-induced dipole,London dispersion forces are included in VanderWaal's Forces.
They are universal forces.
As about your query abt. Polarisable mlolecules,they are non polar (covalent)
but +ve and -ve ends or poles are created.
