u know dielect cons connect 2 plates in parallel . find capacitance as fn of E and current or charge at any inst. integrate from time 0 to t.
u can get the ans. very lenghthy quest.
it ud be good if we dont waste time in integrating and calulating it only process is imp.
NOTE: E remains cons so pot diff is const. only C changes so current is changing

many factors contribute that anyone will act as base or nu-
steric hind, polarity of sol, prod. formed after react their stab, catalysts,path to be followed sn1 sn2 e1 e2 or any other
 
when it acts as a base it means it has stong affinity towards H+. hence removes h first then alkene is formed
 but when it acts as nu- it will replace halogen as usual substituion mechanism

some catalysts like ni pd r used to activate as u know in kinetics,
others act as poison... baso4 to reduce reactivity
catalysts never initiate or change reaction.....

dont make the mistakes i have done
dont waste time on thinking which book is best. just read  chapters which u think r given the best in a book. conc on atmost 2 books...
systematically solomon is the best. good in conncepts  and to the point for complete understanding

simply it is the amount of distortion or charge separation in molecule. more the charge sep less stable and more reactive is the molecule...
but remember with greater dipole moment the mol can be very stable in polar solvents. i hope u can understand this
