The electric field is always directed from positive to negative, so the + part is somewhere in the -ve X-dirctn. The potential rises as u go nearer to the positive. therefore Va>Vb. and A and C are on the same perpendicular line wrt the field lines namely the y-axis and so they have to be at the same potential (the are on an equipotential surface). Simply too large... Large size of P does not allow effective overlap of P orbitals But d orbitals can overlap b'coz they are farther away frm the nucleus and larger.
